We all get mad if someone "steals" our work, that probably took us a long time to create. I know I get mad when I see someone stealing my work, or work from a friend of mines. Anything hand-written, such as CSS coding for layouts, is 100% copyrighted to its creator. Graphics made from an image, (i.e. avatars, layouts, etc.) are 100% copyrighted to the designer and 100% copyrighted to the IMAGE's creator.
If you hand-coded the layout coding, or CSS coding, that in itself is copyrighted to you. No one else may steal, reproduce, redistribute, or claim it without permission from you and PROOF of that permission. Anyone who says otherwise, may be sued. What is copyrighted to you is yours. That's the end of it.
The other things that apply: graphics made by you, layouts made by you, hand-coded designs by you, abstract art by you, brushes, fonts, etc. anything made by YOU is yours.
