This first starts off with suspicion. You see an image, graphics, etc. on a different site, that you've seen somewhere else before. This could be an example of someone putting other people's wallpapers in their gallery.
What You Do: First of all, email/contact the owner of the image. If you can't find the owner, (maybe they removed the watermark or something), check their sourcecode. This is only to confirm that they are hotlinking.
Suspicions Confirmed: You immediately contact the site owner that the person is direct linking from. Also contact the webowner of the site who direct linked. Wait a few days for them to either take it down, or for the owner of the image to take action.
There's not much that you can really do, except try to prevent this with .htaccess scripts to prevent bandwidth thiefs. You can find these tutorials all over, but if you can't find one, feel free to email me.
